FINAL PUBLIC NOTICE The City of Great Bend, Barton County, KS, has applied for the Federal Emergency Management Agency (FEMA) Public Assistance (PA) Grant Program for disaster related funding through the Kansas Division of Emergency Management (KDEM). Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA). Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions, determined by the scale of the action, potential for controversy, degree of public need, number of affected agencies or individuals, anticipated potential impact, proximity of actions, and similarity of the actions. Sub-Applicant and Project Title: • City of Great Bend, Barton County, KS; PA‐07‐KS‐4747‐PW00071: Project 744802–Great Bend Police and Fire Buildings Location: Great Bend Police and Fire Buildings, Great Bend, KS (38.36410, -98.76690) Proposed Work and Purpose: Site 1: Police Auditorium/ City Rec center (38.36410, -98.76690) built circa 1920: Applicant plans to remove and replace: 16,716 SF of single-ply roof membrane, 3 ft of flash parapet, flashing for roof membrane, pipe jack flashing, rubber pitch pans, iron roof drains, roof felt bitumen, polyurethane foam roofing, and 6 roof HVAC systems. Site 2: Fire Station No.1 (38.36367, -98.76691) built 1972: Replace 7,531.53 SF of spray polyurethane foam roofing. Site 5: 1217 Williams-Police Station (38.36423, -98.76724) built circa 1920: Remove and replace 5 HVAC systems. No HMP. Site 6: 1207 Williams-Old Fire Station (38.363853, -98.766768) built circa 1957: Remove and replace 9 HVAC systems. No HMP. Project Alternatives: The practical project alternatives that were considered are No Action and Relocation of police/fire stations. The “No Action” alternative is not feasible as it would have cost a significant amount of additional damages and/or disruption of services to community facilities. Also, the alternative action of relocation is not feasible due to the significant cost and complexity of the relocation and the facility accessibility to communities which it serves. Comment Period: Comments are solicited from the public; local, state, or federal agencies, and other interested parties in order to consider and evaluate the impacts of the proposed project on the community. These comments are closely reviewed and can help determine project outcome.
